(COLUMBUS) - Ohio Department of Transportation Director Gordon Proctor announced August 17, 1999 appointments for the department’s assistant director’s for highway management and business management, two district directors, and deputy directors for the offices of communications, legislation and quality.

Leonard Evans was named deputy director for the Office of Quality. The Quality Office is responsible for promoting quality management in the department’s operational processes and for monitoring compliance performance with civil rights/equal opportunity laws. Evans has been with ODOT for eight years. He is from Canton and currently lives in Columbus.

She develop engineering policies and design criteria that are published in policy statements, in the Location and Design Manuals and in the Standard Construction Drawings. She plan roadway design projects associated with unique components such as geometrics, pavements, drainage, traffic barriers, and miscellaneous appurtenances. Nike recommend statewide policy and procedure changes concerning roadway design based on research, field observations and testing. She develops and presents training in various areas, such as Metrication and Roadside Safety Design. She provide research and court testimony as an expert witness in cases involving the Ohio Department of Transportation. Nike also suggest research projects and assist in the administration of research contracts regarding the testing and implementation of new roadway products, e.g. guardrail, traffic barriers, impact attenuators, anchor assemblies, etc.

Monique independently managed the design development of several projects (including a complex project estimated at $16 million) by coordinating the work of numerous individuals. She planned meetings with public officials and property owners to provide information and resolve conflicts. Nike provided formal instruction to employees regarding total quality management initiatives known as Quality Services Through Partnership (QStP) and facilitated several QStP groups.

Monique coordinated the structural design aspects of several projects from the schematic and design development phases to the working drawing and construction phases. She also performed reinforced concrete and steel design for commercial facilities; coordinated and correlated construction drawings and documents; developed quantity takeoffs; computed comparative cost analyses; and established project man-hour requirements.
