He was born June 19, 1858 in Westport, Essex County, New York, and died April 24, 1943 in Rawlins, Wyoming.

Notes for GovernorJohn Eugene Osborne:
After graduating from the University of Vermont School of Medicine, John Osborne became a doctor for the Union Pacific rail road, and traveled west to Wyoming. He eventually set-up a practice in Rawlings, Wyoming, and started buying large parcels of land. At one time, he had the largest sheep ranch in the state of Wyoming. He was active in the Democratic Party, and became the third elected Govenor of Wyoming. While on a cruise around the world with some fellow MD's, he met Selina Smith who was traveling with her parents to see Rome, the Egyptian pyramids, and the Holy Land. John Osborne became infatuated with the much younger Selina Smith, and asked permission to leave the doctors trip, and join Selina Smith and her family on their tour. Selina Smith's parents agreed but weren't very happy about the new relationship because Onborne was almost 30 years older than Selina. After the tour, Osborne made several trips to Princeton, Kentucky to see Selina Smith, and they were married in Princeton. Due to the age difference, it was a local scandal, and all the Princeton elite gossiped about it.

OSBORNE, John Eugene, a Representative from Wyoming, born in Westport, Essex County, N.Y., June 19, 1858, attended the common schools and was graduated from the high school at Westport, studied medicine and was graduated from the University of Vermont at Burlington in 1880; moved to Rawlins, Wyo., and engaged in the practice of medicine; later engaged in raising livestock on the open range; member of the Wyoming Territorial legislature 1883-1885; served as the chairman of the Teritorial penitentiary building commission in 1888, and as mayor of the city of Rawlins the same year; Governor of Wyoming 1893-1895; was renominated but declined; chairman of the Wyoming delegation to the Democratic National Convention in 1896; elected as a Democrat to the Fifty-fifth Congress (March 4, 1897-March 3, 1899); declined to be a candidate for renomination in 1898; member of the Democratic National Committee 1900-1920; First Assistant Secretary of State 1913-1917; engaged in banking and stock raising; died in Rawlins, Wyo., on April 24, 1943; interment in Cedar Hill Cemetery, Princeton, Ky.
