114. Allen Ward LYONS
was born on
17 Nov 1947 in Richmond, Contra Costa Co., California. The family was living
in El Cerito, California at the time of Allen's birth, but Richmond had the nearest
hospital. His parents left California when Allen was nine months old and returned
to Aberdeen, Washington, where they had both grown grown up, and where their
families still lived. He was baptized on 10 Oct 1954 in Aberdeen, Grays Harbor
Co., Washington.(44) It was performed
by the Rev. Michael O'Donnell at St. Mary's Catholic Church in Aberdeen, Washington.
He was educated 1954 to 1962 in St. Mary's Catholic School, Aberdeen, Grays
Harbor Co., Washington. He was educated 1963 to 1966 in Weatherwax High, Aberdeen,
Grays Harbor Co., Washington. Allen's ninth grade year was spent at Miller Junior
High. In high school he was active in school organizations, and the choir and
drama programs. During his senior year he was class vice president, selected
actor of the year, and awarded the Albert and Helen Schaffer scholarship and
the Richard Balkema Award. He was educated 1966 to 1968 in Grays Harbor Community
College, Aberdeen, Grays Harbor Co., Washington. At Grays Harbor he continued
his involvement in drama, participating in several plays and being chosen Actor
of the Year for 1968. Allen also was in choir and the select vocal jazz ensemble,
The Noteables. For 1967-68 he was student body vice president. It was there
that he began his study of the Russian language. He was educated 1968 to 1970
in University of Washington, Seattle, King Co., Washington. There he continued
his study of Russian, majored in political science and Far Eastern Studies, graduating
with a double major and degrees from the College of Arts and Sciences and the
School of Far Eastern Studies (now called the Jackson School). He was involved
in only one drama production while there, A Man For All Seasons, in which he
played the villinous Cromwell. He was educated 1970 to 1973 in Willamette University
College of Law, Salem, Marion Co., Oregon. He graduated with a Juris Doctor
degree.
He was an Assistant Attorney General 1973 to 1977 in Department of Justice
of the State of Oregon. Allen was hired into the Trial Division where he primarily
represented the State Accident Insurance Fund, defending in workers' compensation
cases. He also represented other state agencies in a variety of litigation.
In 1977, the then-Attorney General, James Redden, released the attorneys which
had represented SAIF, and they became employees of SAIF. Allen continued as
a trial attorney there, eventually being promoted to Legal Division Director
in 1980. He was responsible for supervising more than 30 attorneys in legal
offices in Portland, Salem, Eugene, Medford and Bend, Oregon. He was a Vice
President and General Counsel 1983 to 1984 in State Accident Insurance Fund Corporation.
(21) Following an extended legal battle with
the State of Oregon over the appropriation by the State of SAIF claims reserve
money to pay the state deficit of $83 million, all of senior management resigned
to form Liberty Northwest Insurance Co. Allen was appointed Vice President for
Claims and Legal, as well as General Counsel, continuing the fight with the State
over that issue and SAIF's authority to retain its own legal counsel. When the
interim president retired and was replaced, a corporate reorganization took place
resulting in the new president surrendering the legal functions to the office
of the Attorney General. The position of Vice President and General Counsel was
eliminated and Allen entered the private practice of law.
He was an attorney in private practice since 1984. At first, Allen joined
the firm of Lindsay, Hart, Neil and Weigler, one of the old, well-established
Portland law firms. In 1986, however, the attorneys practicing workers' compensation
left the firm, and formed the firm of Davis, Bostwick, Scheminske and Lyons.
That firm dissolved in 1988, and Allen joined with Brad Scheminske to form Scheminske
and Lyons, where he continues as of this writing to practice workers' compensation
defense, representing self-insured employers as well as insurance companies.
Besides his law practice, since 1980 Allen has been an adjunct professor of
law at Willamette University College of Law in Salem, teaching workers' compensation
law. He was married to Marsha Lorane DEBAY (daughter of
Orian DEBAY and Georgia Irene MERCIER) on 14 Aug 1971 in Aberdeen,
Grays Harbor Co., Washington. The Rev. Patrick O'Shea performed the ceremony
at St. Mary's Catholic Church. Marsha Lorane DEBAY
was born on
16 Feb 1950 in Aberdeen, Grays Harbor Co., Washington. She was the daughter
of Orian DEBAY and Georgia Irene MERCIER DeBay. She was baptized on 21 Mar 1971
in Blessed Sacrament Catholic Church, Seattle, King Co., Washington.
(21) Christened as a child in the Methodist church, Marsha converted
to Catholicism prior to her marriage to Allen. She was educated 1965 to 1968
in Weatherwax High, Aberdeen, Grays Harbor Co., Washington. She graduated among
the top 10 percent of her class with a 3.98 G.P.A. She was educated 1968 to
1971 in University of Washington, Seattle, King Co., Washington. Marsha joined
Pi Beta Phi sorority while at "The U." During her sophomore year she
became engaged to Allen, who was about to graduate. Taking an extra-heavy course
load in her junior year, she completed graduation requirements early, except
for her student teaching obligation. Following her marriage, she was able to
fulfill this requirement in Salem under the supervision of Willamette University
in conjunction with the University of Washington.
She was a mathematics teacher 1971 to 1976 in LaCreole Junior High School,
Dallas. Polk Co., Oregon. Marsha completed her student teaching at North Salem
High in December, 1971. She had been canvassing the area looking for employment
when she received an unexpected phone call from the principal at LaCreole advising
her that one of their math teachers had given her resignation due to the need
to relocate. He asked if Marsha could start work immediately. She continued
to teach there until June, 1976, when she "retired" to await the birth
of her first child. She did not return to teaching until 1994, when she was
again hired at LaCreole as a part-time math teacher. In 1995 a decision was
made to start a new Catholic secondary school in Salem, Archbishop Blanchet School.
Marsha was invited head up the mathematics department. She was a mathematics
teacher 1995 to present in Blanchet School, Salem, Marion Co., Oregon. The school
began with only grades 7 through 9, and plans to add one upper grade a year until
it includes all grade levels from 7 through 12. During her first year there,
she brought to the school its first trophies, successfully leading a group of
students to a third place finish in a state-wide math competition. Allen Ward

Suzanne Marie LYONS
was born on
28 Oct 1978 in Salem, Marion Co., Oregon. She was baptized on 24 Jan 1979 in
Salem, Marion Co., Oregon. The baptism was at St. Joseph Church, and was performed
by Rev. Joseph J. Neuville. As with her sister's baptism, Suzanne's was also
during Mass. She graduated on 7 Jun 1996 in Salem, Marion Co., Oregon. Suzanne
maintained a perfect 4.0 GPA and was class Valedictorian at South Salem High
School. Like her sister, she enrolled at Santa Clara University, where she was
admitted to the Honors Program.

Nathan Allen LYONS
was born on
6 May 1980 in Salem, Marion Co., Oregon. He was baptized on 22 Jun 1980 in Salem,
Marion Co., Oregon. The ceremony was at St. Joseph Church and performed by Rev.
Joseph J. Neuville He graduated in Jun 1998 in Salem, Marion Co., Oregon. Nate
graduated from South Salem High, where he was student body vice president. While
at South, Nate was active in student government and the music program. An accomplished
drummer, he was in Marching Band, Jazz Band, and Wind Ensemble. After graduation
he enrolled in the University of Oregon at Eugene, Oregon.
