Benjamin Franklin Spires was Register of the U.S. Land Office during the administration of President Woodrow Wilson. He served two terms as County Clerk of Conway County, AR. He was Secretary of the State Highway and Land Department during the administration of Commissioner O. C. Ludwig and Secretary of the State Highway Department during the administration of Commissioner William Owen.

At the time of his death in March of l933 he was with the Federal Land Bank of St. Louis.

He belonged to the Masonic Lodge of Springfield, AR and attended Asbury Methodist Church.
