He was married to Martha Jane Parks (daughter of Thomas J. Parks and Eliza Groves) on Mar 3 1872 in Wood County, West Virginia.⁽¹¹⁾ Martha Jane Parks⁽¹¹⁾ was born on Jul 31 1849 in Noble Co., Ohio. The 1900 census gives her birthdate as July 1848. She died in 1942.⁽¹⁶⁵⁾ Charles Jefferson Locker and Martha Jane Parks had the following children:
