"Moses J. Skiles was elected to the three man Board of County Commissioners three times, in 1842, 1843, and 1844. In 1842 the county tax amounted to $3199.26. In 1843 a tax of fifty cents was levied on all real and personal property and 0.15 of that was appropriated for road purposes. Amount received for the year was $1115.46. Two dollars was paid for the scalp of a large wolf and $1.50 for that of a prairie wolf killed within the county. In 1845 a reward of $50 was offered to any person who should pursue and capture any person guilty of stealing horses from anyone within the county."
"Moses Skiles was elected Justice of the Peace in 1830. In 1832 the county was divided into six election precincts. The 4th precinct consisted of all of Schuyler Co. east of the meridian line. Moses J Skiles was one of three election judges."

MOSES JUSTUS SKILES

Moses Justus Skiles, son of George and Mary Justus Skiles was born 9 February 1803, in Blount County, Tennessee; died 13 October 1877 in Schuyler County, Illinois. He married Mrs. Matilda Swazey in Wayne County Missouri. They had three children; Thomas Jefferson (26 September 1826 - 18 June 1913); Charles C. (1829 - 18 April 1875); George McNinnon (13 August 1831 - 13 May 1891).

Second wife, Mary Luttrell, married 21 July 1836, Schuyler County, Illinois. They had four children; Mary Matilda (5 June 1837 - 19 April 1912); Anna Laura; James M. (25 December 1939 - 6 May 1919); William C. (1 October 1841 - 22 March 1920).

Third wife, Malinda Tryant Lynch, married 25 January 1843 in Schuyler County. They had seven children; Louisa Vernella (8 December 1843 - 12 April 1929); Moses McDonald (7 October 1845 - 18 July 1909); Lewis Thomas (1847 - 1 August 1900); Lucinda R. (1850 died in infancy); David L. (1852 - 1889); Rozella (26 January 1854 - 27 March 1939); Matilda.

By 1797 her father had died and the Montgomery Co, VA court named her uncle Righard Guthrie her guardian. Phebe married Samuel Spear in Montgomery Co, Edaward Morgan, a Methodist minister, presiding. In the fall of 1811 the family moved to the Northwest Territory settling on Silver Creek, a few miles north of the Ohio River in what was to become Clark Co, IN. Her 4 children were born in Virginia. Phebe was very religious and in 1800 she had a premonition that she would die 14 years later. When that time came, "she dressed herself as if going to church and laid down and folded her hands...according to W.E. Spear. Phebe died 6 Nov 1814 and is buried in Clark Co, IN. Sam never remarried an died 23 Oct 1844 at son John's house near Columbus, Indiana. Parents: Ephraim Jr SKILES Jr. and Mary GUTHRIE.
