Jack moved to Sacramento in ? attended high school at Sacramento High and graduated in 1927 with a BS in Civil Engineering from UC Berkeley. He was in the Delta Sigma Phi fraternity at UC and was a friend and fraternity brother of Myron Wells who eventually married Jack's sister, Doris.

Jack Married Betty (Miller) in Grass Valley in June 14, 1931 and started a family in 1932 with the birth of his oldest daughter, Nancy. The next Meyer to be born was Patricia in ?.

Jack worked for the Calif State Highway Dept during the 30's and during WWII joined the Navy as an officer in the SeaBees. Jack left the Navy after WWII as a Lt. Commander and re-entered State Service with the Calif State Highways. He became the Highway Engineer for the State Highways District X in Stockton in ? and retired in ?. Jack was well known and liked by most everyone he came into contact with, from legislators in his district to those who worked for him. Jack stayed active in local organizations where he donated time and his upbeat enthusiasm.
